Like, if everyone’s building magic resist easily, his poke won’t feel as strong. Or if items that help clear his turrets quickly become popular, that obviously hurts him.
And it’s not just items, it’s the whole flow of the game, the meta. What champions are popular? Are games ending faster or slower? If super-fast assassins are everywhere, a less mobile champ like Heimer might have a tougher time surviving. If tanky folks dominate, maybe his sustained damage isn’t valued as much as burst.

Putting It Together
So, after poking around, what’s the verdict? Well, there wasn’t one single event, like “Heimerdinger got deleted from the game files”. That’s not what happened.
It seems more like a slow shift. A combination of small tweaks to him over time, changes in the popular items, and the general way people are playing the game right now. He’s maybe not the exact same powerhouse in every situation like he might have felt before. Players have probably also gotten better at playing against him over the years.
Basically, he’s still the Donger, still got his turrets and rockets. But the environment he’s playing in has changed. You probably need to be a bit more careful with positioning, think harder about item builds, and adapt to the current pace and popular picks. He didn’t disappear, just the road got a little bumpier for the little guy, I figure.
