Based on that, even with the weird timeline stuff, I reckon Duncan is probably supposed to be around 17-18 by the end of Total Drama World Tour. Then the later seasons are even harder to pin down. So sticking to his age during the initial seasons is the safest bet.
Bottom line: It’s not an exact science, and the show isn’t always consistent. But based on when the show aired, his starting age, and clues within the episodes, Duncan started around 16 years old during Total Drama Island.
